Construction of 4/6 Lane Haridwar Bypass (Section–II / Package–II).
Location
The project is situated in Uttarakhand, extending from the end point of Package–I of Haridwar Bypass, passing near Rajaji Tiger Reserve and along the Ganga River, with proposed connectivity to National Highway 34 near Raiwala.
Background and Problem Statement
The DPR is under preparation with alignment options under study. Initially, the alignment included a tunnel section; however, due to environmental concerns in the vicinity of Rajaji Tiger Reserve, alternative alignments were required to be explored.
Project Concept and Need
The project aims to provide a high-capacity bypass to decongest Haridwar and improve regional connectivity. The focus is on identifying an alignment that avoids tunneling, minimizes ecological impact, and ensures technical feasibility.
Key Components and Features
The project involves development of a 4/6 lane bypass with multiple alignment options evaluated, including a left bank alignment along the Ganga River via Chilla Dam up to Nepali Farm (Option–I), which was later revised to a right bank alignment (Option–II) based on expert recommendations. The proposal also includes an iconic bridge over the Ganga River and termination near National Highway 34 before Raiwala, following multi-level consultations with State authorities and environmental agencies.
Expected Benefits and Outcomes
The project will help decongest Haridwar city, improve traffic flow and reduce travel time, enhance safety, and provide environmentally sustainable infrastructure with minimal impact on Rajaji Tiger Reserve, along with creation of a landmark bridge.
Current Status of the Project
DPR preparation is in progress, and alignment options have been reviewed through multiple stages. The left bank alignment was initially considered and presented to the State Planning Committee, followed by a joint site visit on 16.10.2025, after which the alignment was shifted to the right bank. The revised alignment was approved by the State Committee on 16.12.2025. Subsequently, AAC in its meeting dated 16.01.2026 suggested further modification for termination near NH-34 with an iconic bridge, and the revised proposal is under submission for appraisal.
Conclusion
The project has evolved through detailed technical and environmental evaluation, and the revised alignment, incorporating AAC directions, is being submitted for consideration to ensure a balanced and sustainable infrastructure solution.
