Upgradation and improvement of NH-309 from Ramnagar to Pauri via Baijron, Thalisain, and Pabo (Total length of approximately 263 km), in the State of Uttarakhand.
Location
The proposed stretch of NH-309 is located in District Nainital and District Pauri Garhwal, Uttarakhand. The corridor originates from Ramnagar in the foothill region and traverses through Baijron, Thalisain, and Pabo before terminating at Pauri. The highway serves as a vital inter-regional link between the plains of Kumaon and the interior hill regions of Garhwal.
Background and Problem Statement
The existing Ramnagar–Pauri corridor, spanning about 263 km, is predominantly a narrow intermediate/single-lane hill road with sharp curves, steep gradients, and limited carriageway width. The route passes through forest areas, hilly terrain, and remote settlements. Increasing traffic movement, including passenger, goods, and tourism vehicles, has led to operational inefficiencies, safety concerns, and extended travel time. Inadequate roadway geometry, limited overtaking opportunities, pavement distress, and vulnerability to landslides and slope instability further affect the reliability of the corridor.
Project Concept and Need
The project envisages upgradation of the entire 263 km stretch to two-lane standards with paved shoulders as per hill road specifications. The need arises from the strategic importance of NH-309 in connecting Kumaon and Garhwal divisions, improving accessibility to remote hill areas, and ensuring safer and more efficient all-weather connectivity. Capacity enhancement and geometric improvements are essential to meet present and future traffic demand while enhancing safety and travel comfort across the long corridor.
Key Components and Features
The project includes widening of the carriageway to two-lane configuration with paved shoulders, improvement of horizontal and vertical geometry, correction of sharp curves, strengthening and rehabilitation of pavement, construction of retaining walls, breast walls, and slope stabilization measures, improvement of drainage and cross-drainage structures, installation of crash barriers and parapets, road signage and markings, and necessary protective works in landslide-prone zones. Junction improvements and safety provisions in settlement areas will also be undertaken.
Beneficiaries and Coverage
The project will benefit residents of Ramnagar, Baijron, Thalisain, Pabo, Pauri, and numerous intermediate villages along the 263 km corridor. It will facilitate smoother movement of passengers, agricultural produce, forest products, and essential commodities. The improved highway will strengthen inter-regional connectivity between Kumaon and Garhwal divisions and support tourism and local economic activities.
Expected Benefits and Outcomes
Upon completion, the project is expected to significantly enhance road safety, reduce travel time across the long hill corridor, and improve overall riding quality. It will provide reliable all-weather connectivity, strengthen emergency and disaster response access, reduce vehicle operating costs, and promote balanced socio-economic development in remote hill districts.
Implementation Plan / Next Steps
The implementation process will involve preparation and approval of the Detailed Project Report (DPR), detailed surveys and geotechnical investigations along the 263 km stretch, traffic studies, identification of critical landslide zones, land acquisition wherever required, forest and environmental clearances, and approval of cost estimates.
Conclusion
The upgradation of the 263 km long NH-309 corridor from Ramnagar to Pauri via Baijron, Thalisain, and Pabo is a strategically significant infrastructure initiative. The project will enhance connectivity between the plains and the interior hill districts, improve safety and mobility, and contribute substantially to the socio-economic development of Uttarakhand.
