Construction of a 4-Lane Highway Herbertpur to Kalsi/Badwala on NH-507 (Old NH-123) in the State of Uttarakhand.
Location
The proposed stretch is located in District Dehradun, Uttarakhand. The alignment originates near Dharmawala Chowk at Km 15 of NH-07 and follows the existing Herbertpur–Vikasnagar corridor before terminating near Badwala/Kalsi on NH-507. The total project length varies from approximately 15.95 km to 16.67 km. The corridor provides an important connectivity link between NH-07 and the Yamuna Valley region.
Background and Problem Statement
The existing Herbertpur–Vikasnagar–Kalsi stretch is presently a two-lane road passing through densely populated and commercially developed areas. Rapid urban growth in Herbertpur and Vikasnagar, along with increasing commuter and regional traffic, has resulted in severe congestion, frequent bottlenecks, and safety concerns. Traffic surveys conducted near Chainage 13+050 indicate substantial traffic volume requiring immediate capacity enhancement. Limited right of way, mixed traffic conditions, roadside development, and at-grade intersections have further aggravated operational inefficiencies and accident risks.
Project Concept and Need
The project envisages upgrading the corridor to a 4-lane divided carriageway with paved shoulders to meet present and future traffic demand. The need for the project arises from growing traffic demand, urban congestion, and the strategic importance of NH-507 as a feeder corridor to the Yamuna Valley and adjoining hill districts.
Key Components and Features
The project includes construction of a 4-lane divided carriageway with paved shoulders, median, and strengthening of pavement. It provides elevated flyovers in built-up areas, service roads and slip roads where required, and footpath-cum-drain facilities in urban stretches. The project also includes a major bridge over the Asan River, geometric improvements, junction development, road safety furniture, crash barriers, signage, markings, and utility shifting works. Typical cross sections have been designed for open country (ROW approx. 34 m), built-up areas (ROW approx. 30 m), and elevated sections (ROW up to 45 m).
Beneficiaries and Coverage
The project will benefit residents of Dharmawala, Herbertpur, Vikasnagar, Badwala, and Kalsi, along with daily commuters traveling to Dehradun. It will facilitate commercial and industrial activities, improve connectivity for agricultural transport, and support tourism and regional movement towards the Yamuna Valley. The upgraded corridor will cater to both local and inter-district traffic movement.
Expected Benefits and Outcomes
Upon completion, the project is expected to significantly reduce congestion and travel time, enhance road safety, and improve overall traffic efficiency. It will lower vehicle operating costs, reduce delays in urban areas, and promote economic growth in the region. The improved infrastructure will also strengthen regional connectivity and support long-term urban and economic development.
Implementation Plan / Next Steps
The next steps include finalization of the preferred alignment option based on techno-economic evaluation, approval of the Detailed Project Report, land acquisition (including R&R measures), utility shifting, and obtaining statutory clearances. This will be followed by administrative approval, financial sanction, tendering, and award of works.
Conclusion
The development of a 4-lane corridor from Herbertpur to Kalsi on NH-507 is a critical infrastructure initiative aimed at decongesting a rapidly urbanizing stretch and enhancing regional mobility. The project will significantly improve safety, capacity, and economic potential in the Dehradun–Yamuna Valley corridor and align with national objectives of strengthening highway infrastructure in Uttarakhand.
