National Highway (NH) Network Plan: Uttarakhand
1. NH Network Overview
The National Highway (NH) network is the primary logistical and strategic lifeline of Uttarakhand. Spanning a total length of 3,589.82 km across 25 designated highways, this network serves as the backbone for regional connectivity, international trade, and national security.
Given Uttarakhand's unique geography, the NH network plays a critical dual role:
- The Pilgrimage Corridor: Facilitating the movement of millions of devotees annually through the Char Dham Yatra and Manaskhand circuits.
- The Strategic Frontier: Providing essential logistics support for defense personnel and equipment moving towards the Indo-China border in districts like Chamoli, Uttarkashi, and Pithoragarh.
- Disaster Response: Serving as the primary evacuation and relief supply route during extreme weather events and natural calamities.
2. Multi-Agency Management Framework
Development and maintenance of the NH network are distributed among four key executing agencies under the aegis of the Ministry of Road Transport and Highways (MoRTH).
Table: Agency-wise NH Length Distribution (in km)
| S.N. | Name of Agency | Total Length | 4 Lane & Above | 2 Lane | Single Lane |
|---|---|---|---|---|---|
| 1 | PWD (State PIU) | 2,028.19 | 32.95 | 525.67 | 1,469.57 |
| 2 | BRO (Border Roads) | 986.80 | - | 549.30 | 437.50 |
| 3 | NHIDCL | 129.83 | - | 104.23 | 25.60 |
| 4 | NHAI | 445.00 | 441.00 | 4.00 | - |
| - | Total | 3,589.82 | 473.95 | 1,183.20 | 1,932.67 |
3. Strategic Vision: Capacity & Resilience
The Uttarakhand Master Plan adheres to a strict "Configuration Mandate" to ensure future-ready mobility by Vision 2030:
- Plain Areas: All National Highways in the Terai and Bhabar regions (Dehradun, Haridwar, US Nagar) are to be developed to a minimum 4-lane configuration.
- Hill Areas: All National Highways in the mountainous regions are to be upgraded to a minimum 2-lane configuration with paved shoulders, ensuring safe crossing for multi-axle vehicles and all-weather reliability.
