Construction of 04-Lane Access-Controlled Corridor from Lachhiwala (NH-07, Km 514) to Kulhan (Pacific Golf Estate), District Dehradun, Uttarakhand

Total Length: 24.316 km

  • Package–I (PKG–I): Lachhiwala (NH-07, Km 514) to Raipur (Maharana Pratap Chowk) – 15.275 km
  • Package–II (PKG–II): Raipur (Maharana Pratap Chowk) to Kulhan (Pacific Golf Estate) – 8.947 km

Location

The proposed corridor is located in Dehradun District, Uttarakhand, starting from Lachhiwala on NH-07 (Km 514) and terminating at Kulhan (Pacific Golf Estate). The alignment broadly follows the Song River bank and traverses rapidly developing urban and peri-urban areas including Raipur, forming a strategic growth and mobility axis for Dehradun.

Background and Problem Statement

Dehradun city is undergoing rapid urban expansion due to population growth, tourism, educational institutions, and the proposed Raipur State Administrative City. The existing road network is under severe stress, leading to congestion, increased travel time, and road safety concerns. At present:

  • Traffic from Haridwar, Rishikesh, Jolly Grant Airport, and NH-07 converges onto congested city roads.
  • Absence of access-controlled corridors forces through-traffic to pass through urban areas.
  • Future development is expected to further aggravate congestion unless a high-capacity alternative corridor is developed.

Project Concept and Need

The project envisages development of a 04-lane access-controlled corridor to:

  • Provide direct, fast, and safe connectivity between NH-07, Jolly Grant Airport, Dehradun city, and the proposed Administrative City at Raipur
  • Act as a strategic alternative corridor under the Dehradun City Mobility Plan
  • Divert through-traffic away from city roads, reducing congestion and travel delays
  • Support planned urban growth while minimizing environmental and social impacts The Song River bank alignment has been selected to minimize land acquisition, displacement, and environmental disturbance.

Key Components and Features

  • 04-Lane Access-Controlled Highway (24.316 km)
  • Major Elevated Structures: ~360 m + ~300 m + Additional elevated sections near Raipur and Kulhan
  • Vehicular Underpasses (VUPs): 20 m + 30 m
  • Wildlife Infrastructure : Dedicated 510 m elevated elephant corridor for uninterrupted wildlife movement
  • Toll Infrastructure : Proposed Lachhiwala Toll Plaza
  • Drainage system, road safety measures, signage, and service roads
  • Utility shifting, quality control, and contingency provisions

High-Impact Features

The corridor will function as a strategic mobility spine for Dehradun, ensuring:

  • Grade-separated, access-controlled, and high-speed movement
  • Significant diversion of through-traffic from congested urban roads
  • Improved road safety and travel time reliability Incorporation of elevated sections, VUPs, and a dedicated elephant corridor ensures balanced infrastructure development with environmental conservation.

Beneficiaries and Coverage

Primary beneficiaries include:

  • Residents of Dehradun city and Raipur area
  • Users of Jolly Grant Airport
  • Government offices and staff of the proposed Administrative City
  • Commercial and freight traffic
  • Tourists visiting Dehradun, Mussoorie, Rishikesh, and Haridwar The project covers a critical growth corridor supporting long-term regional connectivity.

Expected Benefits and Outcomes

  • Significant reduction in urban traffic congestion
  • Faster and safer access to Airport and Administrative City
  • Improved travel time reliability and road safety
  • Reduced fuel consumption and vehicular emissions
  • Enhanced tourism movement due to seamless NH-07 connectivity
  • Balanced and planned urban expansion along the Song River corridor

Project Cost

Total Project Cost (PKG–I ₹786.083 Crore + PKG–II ₹428.755 Crore): ₹1,214.84 Crore (approx.)

Current Status of the Project

  • Preliminary alignment finalized along Song River bank
  • Structural requirements assessed
  • Cost estimates prepared
  • Environmental and wildlife considerations incorporated
  • Project aligned with Dehradun City Mobility Plan

Implementation Plan / Next Steps

  • Finalization of Detailed Project Report (DPR)
  • Statutory clearances including forest and wildlife approvals
  • Land acquisition and utility shifting
  • Coordination with forest and wildlife authorities
  • Phased construction with traffic management plan
  • Continuous monitoring, quality assurance, and safety audits

Conclusion

The proposed 04-lane access-controlled corridor from Lachhiwala to Kulhan is a critical infrastructure project for Dehradun’s future mobility. It will decongest city roads, enhance airport and administrative connectivity, support tourism and economic growth, and ensure environmentally responsible development through dedicated wildlife infrastructure. The project will play a pivotal role in strengthening Dehradun’s regional and national connectivity.
