Four-Laning of Paonta Sahib–Mednipur-jhanjhra-premnagar.
Location
The project stretch is part of National Highway-07 and lies between Paonta Sahib and Mednipur, forming a crucial segment of the Ballupur–Paonta Sahib corridor. The alignment connects Dehradun in Uttarakhand with Paonta Sahib in Himachal Pradesh, strengthening interstate connectivity between the two states.
Background and Problem Statement
The existing Ballupur–Paonta Sahib road corridor, approximately 52 km in length, extends from Km 97.00 at Paonta Sahib to Km 148.80 at Ballupur Chowk in Dehradun. Over the years, the corridor has experienced substantial growth in traffic due to increasing urbanization, industrial development in areas such as Selaqui, and rising tourist and pilgrimage movement.
The existing two-lane configuration was insufficient to handle the growing traffic volume, resulting in congestion at major towns including Paonta Sahib, Herbertpur, Sahaspur, Selaqui, and Sudhowala. Frequent bottlenecks, increased travel time, higher fuel consumption, and road safety concerns necessitated capacity augmentation and geometric improvements along this stretch.
Project Concept and Need
The project envisages four-laning of the Paonta Sahib–Mednipur section of NH-07, including development of approximately 25 km of new greenfield alignment. The greenfield portion is designed to bypass congested urban settlements, thereby ensuring smoother and uninterrupted traffic movement.
The project is conceived to improve traffic efficiency, enhance safety standards, reduce travel distance by approximately 7 km, and provide seamless integration with other major highway corridors including the Delhi–Dehradun Expressway. It also supports the broader objective of strengthening regional and interstate connectivity under NHAI’s infrastructure development initiatives.
Key Components and Features
The project includes the development of a four-lane highway corridor between Km 435.65 and Km 458.65 of NH-07. A significant portion comprises approximately 25 km of new greenfield alignment designed to function as bypasses to major congested towns such as Paonta Sahib, Herbertpur, Sahaspur, Selaqui, and Sudhowala.
The improved highway configuration ensures higher design speeds, better riding quality, enhanced safety features, and improved geometric standards. The bypass alignment reduces the overall route length by nearly 7 km, contributing to operational efficiency and reduced vehicle operating costs.
Expected Benefits and Outcomes
The project will substantially decongest Dehradun city and adjoining towns by diverting through traffic to the newly developed corridor. It will provide faster, safer, and more efficient connectivity between Uttarakhand and Himachal Pradesh.
The improved highway will enhance access to Yamunotri Dham, one of the Char Dham pilgrimage sites, thereby supporting religious tourism. It will also facilitate smoother freight movement and industrial connectivity, particularly benefiting Selaqui industrial area. The reduction in travel distance will lead to savings in travel time and fuel consumption, contributing to environmental and economic benefits.
Current Status of the Project
The project is presently under construction. The overall physical progress achieved is 92.35%, and the work is nearing completion.
Conclusion
The Four-Laning of Paonta Sahib–Mednipur (Package–1) on NH-07 is a strategically important infrastructure project aimed at enhancing interstate connectivity and improving traffic conditions in the Dehradun–Paonta Sahib corridor. By incorporating greenfield bypass sections and modern highway standards, the project will significantly reduce congestion, improve safety, and strengthen economic and pilgrimage connectivity. Upon completion, it will serve as a vital transportation link supporting regional growth and long-term infrastructure development.
