Chapter 2: Economic Hub Connectivity
2.1 Context and Strategic Imperative
Tourism stands as a primary cornerstone of Uttarakhand’s economy, driven by its deep religious significance, majestic Himalayan landscapes, and a unique cultural heritage that attracts millions annually. Historically, infrastructure development has been characterized by high geographic concentration, with road network investments largely restricted to the Char Dham Yatra corridors and established hill stations such as Mussoorie and Nainital.
To unlock the state’s full economic potential and ensure equitable growth, the state is shifting its strategy toward balanced regional development. This Master Plan initiates a pivot from high-traffic "saturation points" toward emerging destinations across all thirteen districts. By developing high-quality road networks tailored to these new hubs, the PWD aims to redistribute tourist footfall, reducing environmental strain on existing sites while revitalizing the local economies of underserved regions.
2.2 Key Strategic Hubs and Corridors
To operationalize this vision, the PWD will focus on the following priority corridors:
- Manaskhand Mandir Mala Project: Developing a robust circuit in the Kumaon region to provide smooth connectivity to identified ancient temples and cultural sites, mirroring the success of the Char Dham infrastructure.
- Tehri Lake Ring Road: Engineering a high-standard road network surrounding Tehri Lake to facilitate international-standard water sports and adventure tourism.
- Udham Singh Nagar Industrial Hub: Improving connectivity within the state's primary industrial engine and its connectors to the "Amritsar-Kolkata Industrial Corridor" (AKIC) to facilitate faster movement of goods and services.
2.3 Manaskhand Mandir Mala Mission
While established corridors have spurred growth in Garhwal, they have also placed severe ecological pressure on sensitive valleys. Conversely, the Kumaon region—possessing equal cultural and spiritual richness—has historically lagged in high-end infrastructure.
The Manaskhand Mandir Mala Mission is a visionary project designed to rectify this imbalance. By upgrading connectivity to 47 mythological temples in Kumaon, the state aims to create a high-capacity "Second Pilgrimage Circuit" capable of absorbing tourist footfall, extending the tourism season, and spurring regional economic activity.
2.3.1 Phase I: Infrastructure Overhaul
The first phase targets 16 specific temples for immediate connectivity improvements across 11 road routes, totaling 410.69 km. This phase focuses on creating a "spiritual corridor" experience, including gateways, signage, and wayside amenities. To achieve this, 17 distinct construction works are planned with a total estimated requirement of ₹622.56 Crores. The State Government has already sanctioned ₹4.17 Crores to initiate Phase I activities.
Phase I Technical Breakdown:
| Work Category | Roads | Works | Length (km) | Estimated Cost (₹ Cr) |
|---|---|---|---|---|
| Conversion from Single/ Intermediate lane to Double Lane | 3 | 4 | 74.30 | 437.04 |
| Conversion from Single lane to Intermediate Lane | 3 | 5 | 137.88 | 145.47 |
| Strengthening of existing lanes (keeping width as is) | 4 | 7 | 155.51 | 40.05 |
| Work already saturated by CRIF completed project | 1 | 1 | 43.00 | 0.00 |
| Total | 11 | 17 | 410.69 | 622.56 |
2.3.2 Location-Specific Cluster Details
Cluster 1: The Gateway Shrines (Nainital & US Nagar)
- Kainchi Dham (Nainital): To address chronic gridlock at this globally renowned center, a dedicated 11.15 km Bypass is under construction. Future plans include a multi-story parking facility and a pedestrian bridge.
- Naina Devi (Nainital): Focus on beautifying approach roads and pedestrianizing the temple precinct.
- Chaiti Balasundari (US Nagar): Widening approach roads from the National Highway to manage large congregations during Navratri fairs.
Cluster 2: The Heritage Circuit (Almora)
- Jageshwar Dham: The 3 km Artola-Jageshwar road is slated for widening to 2 lanes. To protect 1,000 sacred Deodar trees, the PWD is adopting a "Green Tunnel" approach or minor realignment to balance capacity with heritage preservation.
- Almora Circuit: Strengthening interconnecting ridge roads for Chitai Golu Devta, Katarmal, Kasar Devi, and Nanda Devi, improving access to 1.5-lane standards.
Cluster 3: The Frontier Shrines (Pithoragarh & Champawat)

2.4 Tehri Lake Ring Road Project
2.4.1 Background and Tourism Significance
Tehri Lake, located in Tehri Garhwal district, is one of the largest reservoirs in India’s mountainous regions. It has emerged as a hub for water sports, boating, and eco-tourism. With increasing tourist footfall, a dedicated, safe road network around the lake is critical.
2.4.2 Project Concept and Scope
The project aims to develop a continuous 161.87 km road corridor around Tehri Lake.
- Standard: Two-lane motorable road with a formation width of 14 meters.
- Structures: Construction of 12 major bridges.
- Tourism Features: Footpaths on both sides, dedicated cycle tracks, and strategic view-points.
2.4.3 Implementation Phasing
To ensure manageable execution, the project is planned in three phases:
- Phase-I (57.52 km): Koti Colony – Dobra – Pipaldali – Dam Top – Koti.
- Phase-II (46 km): Pipaldali – Garoliya – Ghansali – Pipaldali.
- Phase-III (58.35 km): Dobra – Chiniyalisoud – Chanthi.
2.4.4 Current Status

2.5 Udham Singh Nagar: The Strategic Industrial Hub
Udham Singh Nagar serves as the primary industrial and agricultural engine of Uttarakhand. The Master Plan prioritizes high-capacity road infrastructure in this district to support its transition into a global manufacturing destination, specifically leveraging its position within the 150–200 km influence zone of the Amritsar-Kolkata Industrial Corridor (AKIC) and its alignment with the Eastern Dedicated Freight Corridor (EDFC).
2.5.1 Integrated Manufacturing Cluster (IMC) - Khurpia Farm
A flagship project is the development of the Prag-Khurpia Integrated Manufacturing Cluster in Udham Singh Nagar (1,002 acres in Kichha Tehsil). It leverages world-class connectivity near NH-09, NH-109, and SH-44 to foster a resource-efficient industrial base, requiring seamless multi-lane access to manage heavy multi-axle freight.
2.5.2 Key Infrastructure Intervention: Nagla–Kichha Road
To facilitate the rapid movement of goods from industrial units to national markets, the widening of the Nagla–Kichha road (10.60 km) from two-lane to four-lane has been prioritized. This expansion is intended to provide high-standard connectivity to the AKIC influence zone, accelerating trade velocity and regional economic integration.
