Strengthening of the road from the T-junction near Maldevta via Lalpul, Silla-Moldhar-PPCL to near Suwakholi on NH-707A. This project, part of the Chief Minister's Announcement No. 325/2023, including the construction of a 12-meter span RCC bridge.

Location

  • District: Dehradun
  • Constituency: Mussoorie
  • Area: The project provides an alternative route connecting Dehradun (from Maldevta) to Suwakholi, linking up with NH-707A. It serves as a bypass to the main Dehradun-Mussoorie highway.

Background and Problem Statement

A significant 7.00 km portion of this strategic alternative route is currently unmetalled (kuchha), which leads to severe operational problems during the rainy season, including mud, slipperiness, and waterlogging, making it accident-prone. Furthermore, during the monsoon, the route is frequently blocked due to landslides and washouts, severing connectivity for the local population with key centers like Dehradun, Suwakholi, Dhanaulti, and Mussoorie. The poor condition of the road adversely affects tourism and limits income opportunities for the local residents.

Project Concept and Need

This project is conceived to develop a reliable, all-weather alternative route to the main Dehradun-Mussoorie road (SH-01). The primary need is to reduce traffic congestion on the main highway, especially during peak tourist season. This route will also provide a vital alternative connection between Dehradun, Tehri, and Uttarkashi. For tourists traveling from Rishikesh and Haridwar, it offers a shorter path to Dhanaulti and Mussoorie via Thano and Maldevta. The strengthening of this 8.70 km road and the construction of a bridge are essential for ensuring year-round connectivity and promoting tourism and economic growth.

Key Components and Features

The project involves extensive construction and strengthening work:

  • New Bridge Construction: Construction of a 12-meter span RCC bridge.
  • Road Geometry Improvement: Additional hill cutting to improve alignment at blind curves and narrow sections.
  • Slope Protection: Construction of Banded walls and Gabion walls in landslide-prone zones.
  • Pavement Work: Construction of the road crust with GSB, Intermediate Lane, and a final Top Coat, along with Bituminous Macadam (BM) and Semi-Dense Bituminous Concrete (SDBC) layers.
  • Drainage and Structures: Construction of pucca scuppers, causeways, and KC drains in populated and unmetalled stretches.
  • Safety Measures: Installation of parapets, crash barriers, and proper road signage.

Special Features

This project is strategically important as it develops a crucial alternative route to a major tourist destination. The inclusion of a new bridge and extensive slope protection work highlights the focus on creating a resilient and safe all-weather road in a challenging terrain.

Beneficiaries and Coverage

  • Tourists: Provides a convenient and less congested alternative route to Mussoorie and Dhanaulti.
  • Local Residents: Ensures reliable year-round connectivity and reduces travel time.
  • Regional Commuters: Offers an alternate link between Dehradun, Tehri, and Uttarkashi districts.
  • Local Economy: Boosts tourism and provides better transport links for agricultural and horticultural produce.

Expected Benefits and Outcomes

  • Reduced Congestion: Will alleviate traffic pressure on the main Dehradun-Mussoorie highway (SH-01), especially during tourist season.
  • Improved Connectivity: Creates a vital alternative link connecting Dehradun with Tehri and Uttarkashi. It also provides a shorter route for tourists from Rishikesh/Haridwar.
  • Boost to Tourism and Economy: The improved road will promote tourism, leading to the creation of local jobs (hotels, homestays, taxi services) and stimulating regional economic growth.
  • Enhanced Agricultural Access: Will facilitate easier transportation of agricultural and horticultural products for local farmers, improving their income.

Current Status of the Project

The project is being undertaken as per the Chief Minister's Announcement No. 325/2023.

Implementation Plan / Next Steps

The project will be executed by the Provincial Division of the Public Works Department, Dehradun.

Conclusion

The strengthening of the Maldevta-Suwakholi road is a visionary project that addresses both current traffic woes and future strategic needs. By creating a reliable alternative route to Mussoorie and enhancing connectivity between major districts, this project will significantly decongest the primary tourist corridor, promote regional tourism, and provide a stable economic lifeline for local communities. It is a critical investment in the state's infrastructure and tourism potential.
