Construction and Upgradation of 4 Bypass Projects in Uttar Pradesh & Uttarakhand.

Construction and Upgradation of Various Bypass Projects in Uttar Pradesh & Uttarakhand, namely:

  • 4-Lane Kotdwar Bypass of NH-119 (NH-534) on EPC Mode
  • Rudrapur Bypass (Km 0.000 to Km 20.640) on Hybrid Annuity Mode (HAM)
  • Kashipur Bypass (Package-III) under NH-734 on EPC Mode
  • Khatima Bypass on NH-125 under NHDP Phase-IV on EPC Mode

Location

These bypass projects are located across inter-state and intra-state corridors between Uttar Pradesh and Uttarakhand, covering key urban centers including Kotdwar (Garhwal), Rudrapur (Udham Singh Nagar), Kashipur (near UP/UK Border), and Khatima (Kumaun Region). The projects collectively strengthen connectivity between major towns and industrial hubs of both states.

Background and Problem Statement

Rapid urbanization, increasing vehicular traffic, and growing industrial activities in the border districts of Uttar Pradesh and Uttarakhand have led to congestion within city limits, longer travel times, and safety concerns.

Major towns such as Kotdwar, Rudrapur, Kashipur, and Khatima were experiencing:

  • Heavy congestion due to through traffic passing inside city areas.
  • Increased travel time and vehicle operating costs.
  • Safety risks for local residents.
  • Traffic bottlenecks affecting industrial and commercial movement.

In the case of Kotdwar Bypass, additional challenges have arisen due to slow distribution of land compensation by CALA/ADM, Garhwal. Out of Rs. 125 crore sanctioned, only Rs. 21.95 crore has been disbursed, along with delays in forest land diversion, significantly affecting project implementation.

Project Concept and Need

The projects were conceptualized to:

  • Divert through traffic away from congested urban areas.
  • Provide seamless inter-state and intra-state connectivity.
  • Enhance industrial and commercial corridor efficiency.
  • Reduce travel time and improve road safety.
  • Support regional economic growth and tourism development in Garhwal and Kumaun regions.

The bypasses are designed to accommodate future traffic demand and ensure uninterrupted highway movement.

Key Components and Features

  • Kotdwar Bypass (NH-119/NH-534): Construction of 4-lane bypass on EPC Mode to improve inter-state connectivity.
  • Rudrapur Bypass: 20.640 km long bypass developed under HAM to strengthen connectivity between UP and Uttarakhand industrial areas.
  • Kashipur Bypass (Package-III): 14.490 km stretch from Ch. 38+770 (near UP/UK Border) to Ch. 53+560 near village Laxmipur Lachhi, enhancing NH-734 corridor efficiency.
  • Khatima Bypass (NH-125): Two-laning with paved shoulders from Km 24+720 to Km 32+975 under NHDP Phase-IV to decongest Khatima town.

All projects involve geometric improvements, pavement strengthening, drainage systems, and safety features as per IRC standards.

Expected Benefits and Outcomes

  • Faster inter-state and intra-state connectivity between Uttar Pradesh and Uttarakhand.
  • Significant reduction in congestion within Kotdwar, Rudrapur, Kashipur, and Khatima towns.
  • Travel time reduction (up to 1.5 hours in Sitarganj–Tanakpur stretch via Khatima).
  • Improved road safety and riding comfort.
  • Boost to industrial and commercial growth in border districts.
  • Promotion of tourism in Kumaun region including Champawat, Pithoragarh, Lohaghat, and adjoining areas.
  • Strengthening of regional economic corridors.

Current Status of the Project

  • Kotdwar Bypass: o Major Issue: Slow land compensation disbursement (Rs. 21.95 crore disbursed out of Rs. 125 crore sanctioned) and delays in forest land diversion. o Status: Letter of Award (LOA) withdrawn. Decision taken to re-invite tenders after full land availability.

  • Rudrapur Bypass: o Status: Under Construction; 91% physical progress achieved.

  • Kashipur Bypass (Package-III): o Status: Under Construction; 31.50% physical progress achieved.

  • Khatima Bypass: o Status: Project completed and currently under Operation & Maintenance (O&M).

Conclusion

The combined bypass initiatives in Uttar Pradesh and Uttarakhand represent strategically significant infrastructure interventions aimed at decongesting urban centers, improving inter-state connectivity, and strengthening economic corridors. While projects like Rudrapur and Kashipur are progressing steadily and Khatima Bypass is already operational, the Kotdwar Bypass requires expedited resolution of land acquisition and forest clearance issues to move forward.

Upon full implementation, these bypass projects will substantially enhance regional mobility, industrial growth, tourism development, and overall socio-economic advancement in both states.
