यह अत्यन्त हर्ष का विषय है कि लोक निर्माण विभाग, उत्तराखण्ड द्वारा '5-वर्षीय मास्टर प्लान' का प्रकाशन किया जा रहा है। मुझे आशा है कि लोक निर्माण विभाग का यह '5-वर्षीय मास्टर प्लान' उत्तराखण्ड को विकास की नई ऊंचाइयों तक पहुंचाने में अत्यन्त महत्वपूर्ण सिद्ध होगा। विकसित भारत @ 2047 के राष्ट्रीय संकल्प को साकार करने की दिशा में उत्तराखण्ड राज्य निरन्तर प्रगति के पथ पर अग्रसर है। राज्य सरकार का लक्ष्य केवल आधारभूत संरचना का विकास करना ही नहीं, बल्कि एक ऐसे सशक्त, समावेशी और आत्मनिर्भर उत्तराखण्ड का निर्माण करना है, जो आने वाली पीढ़ियों के लिए समृद्धि, सुरक्षा और अवसरों का आधार बने। मुझे यह भी आशा है कि इस दिशा में लोक निर्माण विभाग द्वारा तैयार किया गया '5-वर्षीय मास्टर प्लान' अत्यन्त महत्वपूर्ण सिद्ध होगा।
यह मास्टर प्लान राज्य की कनेक्टिविटी अवसंरचना को सुदृढ़ एवं आधुनिक बनाने की दिशा में एक ठोस कदम है। उत्तराखण्ड जैसे पर्वतीय राज्य में सड़क, पुल और अन्य परिवहन सुविधाओं का विकास केवल सुविधा का विषय नहीं, बल्कि सामाजिक और आर्थिक जीवनरेखा का आधार है। बेहतर कनेक्टिविटी से न केवल लोगों की आवाजाही सुगम होगी, बल्कि शिक्षा, स्वास्थ्य, पर्यटन और व्यापार के नए अवसर भी विकसित होंगे। इस मास्टर प्लान का एक प्रमुख उद्देश्य यात्रा समय को कम करना और सुरक्षित एवं विश्वसनीय परिवहन व्यवस्था सुनिश्चित करना है। आधुनिक तकनीकों और उच्च गुणवत्ता वाले निर्माण मानकों को अपनाकर हम ऐसी अवसंरचना विकसित करने के लिए प्रतिबद्ध हैं, जो दीर्घकालिक, सुरक्षित और पर्यावरण के अनुकूल हो।
आपदा प्रबन्धन की दृष्टि से भी यह योजना अत्यन्त महत्वपूर्ण है, जिससे प्राकृतिक आपदाओं के समय राहत एवं बचाव कार्यों को अधिक प्रभावी बनाया जा सकेगा। उत्तराखण्ड अपनी प्राकृतिक सुंदरता और समृद्ध पर्यावरणीय धरोहर के लिए विश्वभर में विख्यात है, इसलिए विकास के साथ-साथ पर्यावरण संरक्षण हमारी सर्वोच्च प्राथमिकता है। इस मास्टर प्लान में पर्यावरण-अनुकूल निर्माण, हरित प्रौद्योगिकी और सतत् विकास के सिद्धान्तों का विशेष महत्व होने से विकास की गति और प्रकृति की संवेदनशीलता के बीच संतुलन बना रहेगा, जिससे आने वाली पीढ़ियाँ भी इस धरोहर का आनन्द ले सकें।

Robust and resilient infrastructure is the most critical enabler in fulfilling the Hon'ble Prime Minister's resolve of Viksit Bharat @2047. It is a matter of immense satisfaction to learn that the Uttarakhand Public Works Department is publishing a Master Plan Booklet for the next 5 years — a document fully aligned with the national commitment of "Viksit Bharat @2047."
Given Uttarakhand's challenging geographical terrain, developing a network of safe, all-weather roads is not merely a developmental necessity — it is imperative for the security of our border regions and the growth of our tourism sector. This Master Plan stands as a symbol of the balanced integration of physical construction with environmental stewardship and technological advancement.
I am confident that this document will serve as a guiding light for the State's inclusive and equitable development in the years ahead. I extend my warmest best wishes to the department for this far-sighted initiative.

At the administrative level, our endeavor has always been to ensure quality and transparency in all ongoing construction projects across the State, and to ensure that government schemes are implemented in a time-bound and accountable manner. In this direction, the 5-Year Master Plan prepared by the Public Works Department will serve as a strategic blueprint for achieving the goals of Vision-2047.
The incorporation of forward-looking concepts such as Climate Resilience, Road Safety, Bridge Capacity Enhancement, and Digital Asset Management in this plan reflects the State's future-oriented approach to governance. This initiative will prove instrumental in ensuring effective utilization of resources and the timely execution of planned works.
I am fully confident that the department will achieve the goals set forth in this Master Plan with complete dedication, and will play a decisive role in placing Uttarakhand among the leading states of the nation. I congratulate the department on this significant publication and extend my best wishes for its successful implementation.

It is a moment of immense pride for the Public Works Department that we are sharing our 5-Year Vision in alignment with the spirit of Viksit Bharat @2047. This Master Plan is not merely a programme for constructing roads and bridges — it is a concerted endeavour to unlock the doors of prosperity for the people of Uttarakhand.
This moment heralds the dawn of a new work culture for the Public Works Department, Uttarakhand. The goals we have set for the coming years to realise the vision of Viksit Bharat @2047 are not only highly ambitious but also firmly grounded in reality and practicality. In this plan, we have accorded priority to cutting-edge technology, disaster-resilient construction, and green infrastructure. As Secretary, my objective is to ensure that the department's functioning is imbued with modernisation and accountability.
I am confident that this Master Plan will serve as a valuable guide for field-level officers, enabling them to work in alignment with the Government's priorities and the emerging work culture. Message
As engineers, our greatest challenge and greatest honour lies in forging pathways of development through the rugged and difficult terrains of Uttarakhand. I am pleased to share that the Uttarakhand Public Works Department has prepared the Master Plan Booklet for 2026–2031. This 5-Year Master Plan is a confluence of our technical expertise and the evolving needs of the future.
Drawing upon the experiences and learnings of recent years, we have incorporated Road Safety Audits, Smart Monitoring Systems, and long-term maintenance strategies into this work plan. Through this plan, we are committed to establishing new benchmarks in road safety, smart mobility, and seamless connectivity. Under Vision 2047, we are steadfastly advancing towards elevating the State's infrastructure to world-class standards.
I extend my heartfelt congratulations to all engineers, officers, and staff who have contributed to this important endeavour, and convey my sincere best wishes for the successful publication and implementation of the Master Plan. I also call upon every member of the department to dedicate themselves fully and wholeheartedly to making this Master Plan a resounding success.
