Treatment Work for Sinking Portion at Km 1.00 of Vijaynagar Taila Motor Road, District Rudraprayag.

Location

  • Road Name: Vijaynagar–Taila Motor Road
  • Chainage: Km 1.00
  • District: Rudraprayag
  • Vidhan Sabha: Kedarnath
  • State: Uttarakhand
  • The motor road starts from NH–07 at Km 21 and after a total length of 19.800 km, it meets SH–37 Mayali– Guptkashi Motor Road at Km 22.00
  • The project falls under the jurisdiction of Provincial Division, PWD Rudrprayag.

Background and Problem Statement

  • After the year 2023, due to river erosion occurring approximately 30 meters below the road alignment and the formation of a landslide zone on the hill side at Km 1 of the road, problems of subsidence in the roadway and sliding of debris from the hill side are occurring during the monsoon season as well as in the post-monsoon period, communication gets completely disrupted, posing serious safety and socio-economic challenges.
  • Settlement of pavement surface
  • Cracks and undulations in bituminous layer
  • Weak and water-saturated subgrade soil
  • Inadequate surface and subsurface drainage
  • Increased risk of slope instability during monsoon If left untreated, the damage may lead to complete road failure and serious safety hazards.

Project Concept and Need

The concept of the project is to:

  • Stabilize the affected stretch by removing weak strata and strengthening the foundation.
  • Protect the road from further erosion through construction of retaining and toe protection works.
  • Improve surface and subsurface drainage to prevent water infiltration.
  • Reconstruct the damaged pavement layers as per IRC/MoRTH specifications.
  • Provide long-term slope protection and safety measures.
  • The proposed treatment will ensure structural stability, durability, and safe traffic movement.
  • Provision of geotextile/geogrid (if required)

The need for the project arises due to the following reasons:

  • Landslides and sinking lead to regular obstruction of traffic, affecting daily commuters.
  • The unstable portion poses serious risks to vehicles and passengers, especially during monsoon.
  • The road provides vital connectivity to rural villages and links with major routes such as NH–07 and SH–37, supporting socio-economic activities.
  • Immediate intervention is required to prevent complete road collapse, which would require much higher reconstruction cost in future.
  • Being located in a fragile Himalayan terrain, preventive stabilization measures are essential for sustainable infrastructure.

Key Components and Features

Dismantling & Excavation

  • Removal of damaged bituminous layers
  • Excavation of weak and unsuitable soil Subgrade Treatment

Beneficiaries and Coverage

The project will directly benefit:

  • Through this motor road, the villages of Patyun, Gadnu, Jakhnyal Gaon, Basta, Timli, Sem, Maxwalgaon, Ghadragaon, Phalati, Tat, Taila, etc. directly benefit. Approximately more than 4,913 population is directly benefited by this road connectivity. School children, patients, and daily commuters
  • Restoration of road stability
  • Improved drainage system
  • Enhanced safety for commuters
  • Long-term durability of pavement
  • Strengthened connectivity within Kedarnath Assembly Constituency Indirect beneficiaries include traders, transporters, and pilgrims travelling through the region.

Expected Benefits and Outcomes

Expected Benefits

  • Stabilization of the sinking portion will reduce the risk of accidents caused by subsidence and landslides.
  • The road will remain open during monsoon and post-monsoon seasons, minimizing frequent blockages.
  • Retaining structures and drainage improvements will prevent further damage due to river erosion and slope failure.
  • Smooth transportation of agricultural produce, goods, and essential supplies will support local economic activities.
  • More than 4,913 residents of nearby villages in Rudraprayag under Kedarnath, Uttarakhand will directly benefit from improved connectivity.
  • Permanent stabilization measures will reduce recurring repair and maintenance expenses.

Expected Outcomes

  • Restoration of structural stability of the road at Km 1.00.
  • Long-term prevention of subsidence and slope sliding.
  • Enhanced resilience of the road infrastructure in a disaster-prone hilly region.
  • Reliable all-weather access for residents, emergency services, and public transport.
  • Sustainable and durable road infrastructure ensuring long-term serviceability.

Current Status of the Project

  • DPR Preparation in Progress: Including survey, soil testing, design & drawings
  • Estimated Cost: ₹ 26.00Crore (₹2600.00 Lakhs approx.)
  • Land Status: No land acquisition involved
  • Proposed Length: 200.00 m

Implementation Plan / Next Steps

  • Administrative approval under State Sector
  • Financial sanction
  • Tendering and award of work
  • Construction period: approx. 6 months after sanction

Conclusion

The 200-meter affected stretch at Km 1.00 of Vijaynagar–Taila Motor Road is critically vulnerable due to erosion and landslide activity. Immediate stabilization and protective measures are technically justified and essential to ensure safe, uninterrupted, and sustainable connectivity in Rudraprayag district under Kedarnath, Uttarakhand. Timely execution of the proposed work will prevent major structural failure and ensure long-term serviceability of the road.
