Rehabilitation and Upgradation to 2-Lane with Paved Shoulder from Qurab to Karnaprayag Section of NH-109.
Location
The proposed project involves the widening and upgradation of National Highway 109 to a standard two-lane configuration. The highway stretches over a length of 115 km in Almora District, beginning at Km 55 of National Highway 109 at Quarab in Almora District and terminating at Km171 of National Highway 109 in Pandwakhal, marking the border between Almora District and Pithoragarh District. This strategic corridor establishes crucial connectivity between Almora and the Chamoli, linking key regions of Uttarakhand and strengthening the transportation network within the state.

Background and Problem Statement
NH-109 serves as a critical arterial corridor, providing essential connectivity between key towns, tourist destinations, and pilgrimage centers in the Kumaon and Garhwal regions. The existing highway alignment is characterized by sharp horizontal curves, steep gradients, inadequate carriageway width, limited right-of-way, and multiple landslide-prone sections. Over time, the pavement condition has deteriorated due to intense rainfall, insufficient drainage, slope failures, and a continuous increase in traffic volume, particularly during peak tourist and pilgrimage seasons. These factors have led to traffic congestion, reduced travel speeds, increased accident risks, and higher vehicle operating costs, thereby adversely affecting overall transport efficiency and safety.

Project Concept and Need
In light of Uttarakhand’s growing significance as a major tourist and pilgrimage destination and the consequent rise in traffic demand, the existing configuration of NH-109 is inadequate to meet present and future transportation requirements. Accordingly, the project has been conceptualized to upgrade the highway to a two-lane facility with paved shoulders in compliance with applicable IRC and MoRTH standards. The proposed improvement aims to enhance roadway capacity, improve riding quality, strengthen safety provisions, and increase the resilience of the highway against adverse climatic and geological conditions prevalent in hilly regions.
Key Components and Features
The proposed project aims to upgrade NH-109 to a standard two-lane configuration with paved shoulders, addressing growing traffic demand, regional development needs, and the corridor’s strategic importance for tourism, local connectivity, and inter-district movement. The scope of work includes widening and strengthening the carriageway, improving horizontal and vertical alignment, and implementing grade improvement works over critical stretches to ensure safe and efficient vehicular movement.
Given the hilly terrain, the project includes slope stabilization measures to mitigate landslides, soil erosion, and other geotechnical hazards. Existing bridges, minor structures, and culverts along the corridor will be strengthened, widened, or reconstructed to comply with the proposed two-lane standard and ensure structural safety. Road safety enhancements, including reflective signage, road markings, guardrails, and crash barriers, will be implemented in accordance with IRC guidelines to improve visibility, sight distance, and operational safety, particularly at curves, hill crests, and accident-prone sections.
Beneficiaries and Coverage
The proposed project encompasses the widening, strengthening, and geometric improvement of NH-109, including enhancement of horizontal and vertical alignments and grade improvement works over identified critical stretches. Integral components of the project, including drainage improvements, slope stabilization measures, and pavement rehabilitation, are designed to ensure the long-term structural performance and resilience of the highway against landslides, erosion, and other climatic or geotechnical hazards.
The upgraded corridor is expected to benefit a wide spectrum of users. Local communities will gain improved access to markets, healthcare, educational institutions, and employment opportunities, thereby enhancing their socio-economic well-being. Tourists and pilgrims will benefit from safer and faster access to prominent destinations such as Dwarahat Temple and Char Dham, contributing to the growth of tourism and related economic activities.
By addressing both infrastructure deficiencies and regional development needs, the project ensures that NH-109 becomes a safe, reliable, and resilient corridor, promoting sustained socio-economic growth and improved accessibility across the Kumaon region of Uttarakhand.
Expected Benefits and Outcomes
Upon completion, the upgraded NH-109 corridor is expected to deliver substantial improvements in travel comfort, road safety, and operational efficiency for all categories of road users, including local residents, tourists, pilgrims, commercial vehicles, and emergency services. The two-lane carriageway with paved shoulders, improved geometric alignment, strengthened pavement, and enhanced drainage and slope protection measures will facilitate safer and more reliable movement, even under adverse weather conditions, thereby reducing travel time and vehicle operating costs.
The project is also expected to have a significant socio-economic impact in the region. By improving connectivity between Almora, Panar, and Pithoragarh, the highway will enhance access to markets, educational institutions, healthcare facilities, and employment centers. while simultaneously promoting tourism through safer and faster access to destinations. In addition, the upgraded corridor will strengthen the overall highway network of Uttarakhand, improving inter-district.
Current Status of the Project
The project is currently at the stage of preparation of the Detailed Project Report (DPR) for the widening of NH-109 (Quarab- Karnprayag) to a standard two-lane configuration in the State of Uttarakhand. The consultancy services for the preparation of the DPR have been sanctioned by the Ministry of Road Transport and Highways (MoRTH) under ANNUAL PLAN 2020-21 ,dated 19.02.2021, of amount of Rs. 722.43 lakh.
The alignment for converting the existing motor road to a two-lane configuration has been formally approved by MoRTH, on dated 27.01.2026. Upon completion and approval of the DPR, the project will progress to the tendering stage, followed by award of work and commencement of construction activities.
Conclusion
The proposed project for the widening and upgradation of NH-109 from Quarab- Karnprayag to a standard two-lane configuration with paved shoulders is a strategically significant infrastructure intervention aimed at addressing the existing geometric deficiencies, sub-standard carriageway, and capacity constraints of the corridor. The project is designed to enhance road safety, operational efficiency, and travel reliability, particularly in the hilly and undulating terrain of the Kumaon region, which currently poses challenges for vehicular movement and transportation of goods. The project will also strengthen inter-district .
