4 Lane Elevated Corridor on Asharori – ISBT – Ajabpur – Mohkampur Section of NH-07, Dehradun.

Location

The Asharori–ISBT–Ajabpur–Mohkampur section is a major urban stretch of NH-07 in Dehradun, connecting Asharori (towards Delhi) to Mohkampur (towards Haridwar) via ISBT, Rispana, and Ajabpur. The corridor serves interstate traffic towards Delhi, Haridwar, and Paonta Sahib and plays a vital role in the regional highway network.

Background and Problem Statement

This stretch of NH-07 carries heavy local, regional, and interstate traffic. Rapid urbanization, expansion of residential and commercial zones, and continuous traffic growth have led to congestion at major nodes such as ISBT, Rispana, Ajabpur, and Mohkampur.

Frequent intersections, high turning movements, mixed traffic, limited right of way, and urban encroachments contribute to bottlenecks. Peak-hour congestion results in long queues, reduced travel speeds, safety risks, high fuel consumption, and increased emissions. The existing corridor operates at a poor Level of Service during peak hours, necessitating capacity augmentation and geometric improvements.

Project Concept and Need

The project aims to upgrade and enhance the capacity of the Asharori–ISBT–Ajabpur–Mohkampur section of NH-07 to ensure smooth, safe, and uninterrupted traffic flow. Considering the strategic importance of NH-07 as a key national corridor, strengthening this urban stretch is essential to accommodate projected traffic growth and improve connectivity between Delhi, Dehradun, Haridwar, and Paonta Sahib.

Key Components and Features

The approved alignment includes the following major components:

  • Total Length: 11.443 km
  • Lane Configuration: o 4-Lane Main Carriageway (MCW) including elevated and at-grade sections o 4-Lane Service Road from Asharori to Ajabpur o 2-Lane Service Road from Ajabpur to Mohkampur

  • Entry/Exit Points: 07 nos.

Land Requirements:

  • Forest Area Involvement: Nil
  • Total Land Required: 10.57 Ha (Government Land: 0.84 Ha & Private Land : 9.73 Ha)
  • Structures Affected: 269 nos.

Cost Components:

  • Land Acquisition Cost: Rs. 498.33 Cr.
  • Civil Construction Cost: Rs. 761.91 Cr.
  • Utility Shifting Cost: Rs. 43 Cr.
  • Total Project Cost (Civil + Utility + LA): Rs. 1303.24 Cr.

The alignment approved by the Apex Approval Committee (AAC) on 12.09.2025 is designed to minimize forest involvement and optimize land acquisition while improving geometric standards as per IRC/NHAI norms.

Beneficiaries and Coverage

The upgraded corridor will benefit daily commuters within Dehradun, interstate traffic towards Delhi and Haridwar, commercial freight movement, and public transport operations. Residential and commercial establishments along the stretch will gain improved accessibility and reduced congestion.

Expected Benefits and Outcomes

The project is expected to significantly reduce congestion along NH-07 within Dehradun city. Improved capacity and grade-separated sections will enhance travel time reliability and reduce delays. Road safety will improve due to better alignment and reduced conflict points. Fuel consumption and vehicular emissions will decrease due to smoother traffic flow. Overall Level of Service on the corridor will improve substantially.

Current Status of Work

The alignment has been approved by the Apex Approval Committee (AAC) during its meeting dated 12.09.2025. Detailed design is under finalization by DPR consultants. Land acquisition processes and utility shifting planning are being coordinated. Implementation will proceed following completion of DPR, statutory approvals, and funding sanction

Conclusion

The Asharori–ISBT–Ajabpur–Mohkampur section of NH-07 is a strategically important urban highway corridor in Dehradun. With a total length of 11.443 km and a project cost of Rs. 1303.24 Cr., the proposed upgradation will significantly enhance corridor capacity, safety, and operational efficiency. The project will strengthen regional connectivity and support sustainable urban transport development in Dehradun.
